Is it possible to create a desktop icon that will open IE without some toolbars???

Yes. You could create a registry file which you will use to remove the bars. (depending on which one(s) you want to remove) Create another registry file to put the bars back
Create a batch file. Write a command to silently import the registry file.
Next command would be to open IE. adding a wait switch to cause the batch file to remain open while you use IE.

Next command would silently import the registry file to put the toolbars back. This will execute when you close IE.
