Is there a way to change the "modified date" in the properties of a *.txt file to what ever date that you want?

Yes there is.
double click on the clock in the system tray.
Set your preferred date
click Ok
open up the designated file.
add any character into the file.
Save the file
open the file
remove the added character
save the file
