Frames and the Lock Icon (All)

Using IE 6.2 ... when I visit certain frame Web sites that I know are SSL secured the "lock" icon does not appear. However, when I open the SSL secured frame in it's own window the "lock" icon appears. Why does this happen? How can the site be reconstructed (keeping the frames) to fix this?

Any help would be appreciated.
