Check your device manager - rightclick on My Computer and choose properties. Check to see if there are any errors. (red X or yellow !) Specifly "dual fifo" errors will keep your optical drive from working in Windows

Do you have the Win98 Startup/boot floppy? Does booting to the floppy give your CD a drive letter and can you access a disk in it? If so, you might look at the config.sys and autoexec.bat files on the floppy to see what files are being called and copy them to the hard drive, then modify the autoexec.bat and config.sys files in C: drive to call the files you copied. The drivers on the boot floppy will usually find a drive and allow usage but not be specific for that drive. All this requires knowledge of DOS and not as many people use it now-a-days.
Another trick I use is to install the drivers that usually come with a CD from a command prompt [outside Windows]. It can give problems with MS-DOS Compatibility in Windows System Performance but Windows usually remarks out the mscdex.exe line in the autoexec.bat files which corrects that problem.

I think you are a little confused here. With Windows, CDROM support is supposed to be a function of plug'n'play. The 'Autoexec' and 'Config' filed have nothing to do with Windows. They are for CDROM support for DOS only. If you cannot get CDROM to work in Windows, look elsewhere.
