I sometimes get a blue screen on start up Error OE 0167:BFF86EBD,and then I need to press ALT CTRL Delete to start up. What does 0167:BFF86EBD mean? Can I trouble shoot the problem.

In the error message that is displayed the 0167:BFF86EBD points to the address where the exception occurred. In your case the exception was due to a page fault being encountered.
Unfortunately these errors can be caused by many different problems. This article provides an overview of the error and some links that may help you troubleshoot the problem.

Thanks for the input, What I ended up doing is I Updated The Audio drive and the display drive from the Compaq web site. I also refreshed the usb drives and so for no blue screen at start up.Hope this helps someone else who might be having the same problem.
