User / Admin (WXP)

Hi,
I have a shortcut to my ItweakU program in a hidden menu on a 'User' account of my XP.
I have hot keys Ctrl + Alt + I allocated to the shortcut which for some reason doesnt work.
Are the Ctrl + Alt + 'x' features disabled in an account which doesnt have Admin. privilages?
