Problems Clearing History

Amd 1.47 ghz with 512 mb DDRAM and windows XP home edition user.
I have the following problems with IE 6.0
1. I cannot clear history. And the temporary internet files folder of the Windows folder is missing.
2. Whenever i browse using IE after 15 minutes it slows down and
finally stops . It will give the message :"cannot find server ,The page
cannot be displayed , check settings etc

The folder you are looking for is not located in the Windows directory in Windows XP (or W2K) as it is in W9x versions. You will need to enable 'view hidden files and folders' and the browse to c:\documents and settings\<your username>\local settings\history.

Sounds like your ISP is completed maxed out.
