Why does Windows do this?? (W98)

I boot up my computer, and it freezes. I can't restart it, so I have to do it manually, so it runs the crappy scandisk blue screen program. It repeats this 3-4 times. I can't defrag or scan the disk in Windows, even in safe mode, because something keeps writing to the drive. I've tried closing everything, but apparently something is still running. Perhaps its my network configuration.. I don't know. Any help in making Windows somewhat reliable will be much appreciated.

One thing to try, unplug the computer from the network. Something on the network may be polling the computer.

Nope. Still writes to the drive. I ran virus scan and cleaned like 56 files w/ virii, but it still writes to the drive.

I've unplugged the computer from the router and turned the modem and router off. Still writes to it.

try booting using a boot disk to boot into the PC and do a virus scan, scandisk then defrag.

does it work???
