Having to release and renew lease on restart (W98)

I have machines hooked up to a Novell network and IE is not working properly. Each time the machine is restarted or a new user logs in (most times), IE stops functioning. When I release and renew then it works, which is not a practical solution for me. I have added ReleaseLeaseOnShutdown to the DHCP registry but its not a permanent fix it appears.

Any ideas?
