Code association failed (WME)

I am stumped on the following error message for a horse riding family who are being educated from their home. The educational game "Riding Star" throws up this message:

Fatal Error next to a red cross
Code Association Failed
C:\windows\temp\tmp0

The games works on two sections but the final game section always throws up this error.
I have come across this type of error before with other game software installed on a clean installation of Windows 98 or ME.

Is this type of error a Windows related issue or an internal error of the software?

After compleletly clearing out the temp directory of all files and folders, does it still occur?

Yes.
I tried a search for the temp (tmp) file before deleting all the temporary files but nothing showed up.
