This is a strange problem which I have pretty much ignored until now. Often the scoll bars in all the windows begin jumping up and down making it virtually imposible to shut windows down. Sometimes it takes two or three reboots before the scroll bars settles down. I can't point my finger at anything in particular that sets it off. The problem has crept up through several clean reinstalls.

You may not be getting rid of the problem, a clean re-install implies cleaning off the hard drive entirely and beginning fresh. The problem may still be residing on the hard drive.
Could be anything from needing updated video adapter drivers to a virus on the drive.

I've seen similar behavior in my Win98. Turned out it was my mouse. I'd have to C+A+D and shut off the mouse software and restart it. Your mouse isn't of Logitech manuf. per chance?

Thanks jdharm and BertImmenschuh for the suggestions. I scanned the entire computer for viruses. I tried to update my video driver but the matrox uninstaller seemed to take more than just its own stuff off and the new driver wouldn't reinstall at all. In fact it was tough sledding just to try and get windows to reboot after that. I ended up reinstalling my original driver off of my Matrox cd and now noticed that it said "Windows 98 installation". The new driver I downloaded I double checked that it was in fact for "me".
Several programs which I never had problems with before are locking up so I'm pretty much on the verge of burning my files to a cd and Fdisk my drives and starting over. I think my novice stature prevents me from actually solving a problem definitively. I think they just seem to move on to another area :o).
I dual boot to wondows 2000 professional and was pretty much going to move everything over to there since the program I really want to use (TradeStation - uses plenty resources) when I realized that the OS won't load the Microsoft upgrade page. I posted on the forum but have so far had no replies and all attempts at going over the suggestions in Q243787 have been meaningless. I'll wait a few more days and see if I find a solution.
Oh yea, by the way my mouse is microsoft intellimouse optical. But I'm at the point where I don't trust anything.
