Restrict Internet Explorer Options Menu (WXP)

This guide will show you how to disable portions of the Internet Explorer Tools>Options menu. http://www.winguides.com/registry/display.php/797/ But how do I disable the menu all together? I don't even want my limited users to be able to press tools>options from internet explorer and have access.

Use the NoBrowserOptions restriction.

But that doesn't remove the ability to right-click on the Internet Explorer icon on the dekstop and from there select Options... (not in w9x, anyway) How do I restrict that?
