Internet Explorer Settings (W2K)

I am able to remove the History button from the toolbar in IE, but I am not able to remove the History menu item from View-Explorer Bar menu. Does anyone know how to remove this from the menu.

I've tried some things. the only one that worked was utilizing Resource Hacker to edit the browselc.dll file and grey the entry out.
