TCP/IP NetBIOS Helper Service (WNT)

I recently rebooted our PDC and BDC servers. I went to check the services and noticed on the PDC the TCP/IP NetBIOS Helper service wasn't running (along w/ a couple others) but on the BDC they were. I also noticed in the Server Manager the PDC was now listed as a Workstation.

Does anyone know how I can get the TCP/IP NetBIOS Helper service running and get the PDC back up to PDC status?
