Help!Puter wont shut down/restart (W2K)

We can not do a shut down on our computer. We have to manually shut it down. When we go to Start, shutdown, or restart it wont do anything. The only way to shut it down is to push the button.

Thanks for your responce, I will start checking out the sites you gave.
But one more questions please, I cant open or upload any gifs/jpegs. any suggestions. (I know its not the Ftp, I tried 3 diferent ones and reinstalled the one a few times) Any suggestions please!
