Check your data cable, the faint red stripe on one side goes to pin 1 on the hard drive. Be sure the drive is on the Primary channel and is jumpered as Master/Only drive, it will be marked. Is the CD on the Secondary channel or a slave to the hard drive? Does the BIOS recognize the drive when you enter Setup [Del or F2 at bootup] and use the AutoDetect drives function? These steps are required to enable the computer to see the drive before anything else can be accomplished.

Should the CD ROM be plugged in as a secondary to the hard drive? or as the other one? when i put in the Win 98 start up disk and then the CD and tell it to boot from CD ROM it says it cant find the start up files and gives me a command prompt. WHAT NEXT?!

I usually put the CD on the Secondary IDE channel as a Master using the jumpers on the end of the drive by the data and power sockets. When you put in the Win98 floppy and boot to it, it loads the drive for the CD. Then you should get a message to start Windows setup, start computer with CD support, or start computer without CD support. If it cannot find the setup files on the CD or if one of the messages during bootup says it can't find a CD drive [did not assign a drive letter], then there is a problem with the CD, cable, or motherboard.
