Running DOS apps stretched out (W98)

I've lost the setting for DOS applications that stretches the used area in full screen mode to fill the screen. Can you point me to the right setting please ?

Right-click on the file, such as .com, choose properties, click the Screen tab and check Full Screen under Usage.

I knew it would be hard to explain - I can get into full-screen mode easily, by a number of routes including the one described.
However the image does not stretch to utilise the full screen - it has a substantial black border.
I had previously made a setting in Win98 to stretch out DOS apps to fill up the full-screen, but have re-installed and forgotten where amongst Microsoft's squillion alternatives this one is buried !

How about Run Maximized on the Program tab and try unchecking the Toolbar on the Screen tab.
