XP didn't put Outlook Express on the desktop nor in the Quick Launch task bar. Right-click, drag it from the Start menu, copy onto desktop. Then right-click, drag and copy it to the Quick Launch bar.
And it may not have the name Outlook Express on the start menu, maybe something about E-Mail. I changed mine.

I have WinXP Pro on my main desktop and WinXP Home Edition on a dual-boot notebook [with Win98SE] and they were both the same. Just set up the first of 3 WinXP HE Dells in our hospital, same thing.

This is what I tell people over the phone:
"You do have the Quick Launch bar, don't you? Hard to tell sometimes with the new color scheme. There's 2 vertical row/s of 7 dots, put the mouse over the right one until getting the double arrow, click and drag it to the right, gives more room for the QL bar. Also if 2 little right arrows are showing on the right end of the QL bar, it means there's more icons hidden, click on the arrows to see the rest. Also, right-click the task bar, uncheck the Lock tool bar. That can keep icons from showing up."
Then I explain how to drag icons from place to place. Failing that, usually editing the registry is necessary and I haven't gotten into that particular section yet.
