IE6 Wont Open New Windows from links (WXP)

Every since I upgraded from win98 to winXP, IE has problems with links that open up in a new browser. It will open up the new browser window but nothing will load into it. If I hit the stop button and type in an address in the new window it works though. I tried running SFC but in P it doesn't work. Any ideas on how to fix this?

Open RUN
Type regsvr32 urlmon.dll
that should fix it

Or at least it does in 90% of cases involving XP/IE 6.0
