By jump...do you mean it kinda stalls out and hangs for a few seconds, then returns to normal?

Throughput stalls for a minute, then returns to normal.
Cause #1 - IE or Netscape is looking for a proxy and not finding one. This process will time-out on it's own after approximately a minute.
Cause #2 - Computer is looking for a DHCP server and not finding one.
• Win9x: Hard code the appropriate IP and Subnet mask into the TCP/IP properties of the NIC. Disable WINS and DNS. Add the router's IP address to the Installed Gateways.
• Windows NT4: Go to Control Panel->Services. Find the DHCP Client and disable it.
Cause #3 - IE is not recognizing the DSL connection. Run the IE5 Repair Tool while the DSL is connected.
