Does anyone know of a way to archive an electronic copy of every printed document
so when a user prints a document that an elec copy is kept somewhere

Go to the printer's properties dialog and then to the advanced tab. There is an option to "Keep printed documents". Check this option and all printed documents will be kept in the spool file as .spl files. They will have dates and times to help you find what you need, but the names are numerical in the order that they were printed, so finding a particular file is kind of a pain unless you know exactly when and where the file was printed. I use the printer viewer window that pops up when you double-click the printer icon to establish the exact time and size of the file I am looking for and then go to the printer spool to find the corresponding entry.
To print a copy of a file just type this on the command line:
copy /b filename \\network path\printer share name
Note: Your spool drive will fill up in a hurry, so archive or delete saved files often.
