Firewall Message Question... (WME)

A couple of times today,I've gotten the following message;
"Win32 Kernel core component is trying to send an IMCP type3 (destination unreachable)
packet to [206.134.133.10]"
Can anyone shed some light on this,please?
Should I allow this action?
