msn messenger won't run (W2K)

It seems that (restricted) users are unable to run msn messenger on my system. Administrator and power users can run it. When a normal (retsricted) users runs msmsgs,exe from a cmd-box, nothing happens. Probably this is some kind of permission issue, yet nothng shows up in the event log and no error message is shown.
How can I enable msn messenger for these users?

I found the problem. It is probably a messenger bug.
The restricted user should imself create a registerkey
in currentusers\software\microsoft\messengerservice
name: PrimaryService
type: REG_SZ
value: .NET Messenger Service

After that all wil work fine
