There is a linux boot floppy you will have to find which can do just this
have a look at this thread <a target="_blank" href=http://www.winguides.com/forums/showflat.php?Cat=&Board=secwinnt&Number=36485&page=0&view=&sb=&vc=1> Winguides Adminpassword </a>

If you have a local logon to the machine you can do the following to get Admin Access to User Manager and reset the password.
Logon locally (this doesn't work if you only have a network logon) Go to c:\windows\system32. Find and rename spoolss.exe to spoolss.bak. Find and rename musrmgr.exe to spoolss.exe. Reboot and logon to the local account. User Manager should pop open with administrative rights. You can change the password (or do anything else an administrator could do in user manager). Go back and rename spoolss.exe to musrmgr.exe and spoolss.bak to spoolss.exe. Reboot and voila you have your system back.

don't try those boot floppies they don't always work. i had the same promlem but on xp. you could try going to a dos prompt and type the following:
net user should display a list of users
net user (username) (password) eg admin pass this should reset the password for the admin
it may work but not sure, this is if you ave another user you can use.
