Can an administrator install a program that is available to all users rather than just administrators.

What kind of problem are you having? When I install programs in my W2K lab anyone has access to them. I just have to add a links to the custom folders/menus. Also I add a link to the appropriate places in the All Users and Default User folders in Documents and Settings, although most apps do this automatically. Links in All Users menus will be added to the links in the personalized menus of each user unless that user belongs to a group who's policy requires the use of custom menus/folders.

I also have a similar problem, in which after installing a certain program when I am loged in as the administrator it works fine but when I log in as a nornal user(Power user) the program refuse to start saying that I dont hahve the proper rights to run it.

Some applications need rights to write to the registry. If you are not a administrator then it will not work. Run regedt32 and then goto hkey local machine\software and find the application you installed and highlight the name and click security at the top then permissions and add the group everyone, give them full control and click the advanced button and reset all permissions on child objects. That should do it.
