Bad Downloads

I am well aware that you cannot open a file if the download is incomplete. My question is why are my downloads incomplete??? I never had this problem until the past week or 10 days. In fact, I just watched a file downloading now. The result... it only goes to approximately 80% and then announces that download is complete when I am well aware that it has not completed. Any help will be appreciated.
