Jpg images

I am using AMD athlon 1.7 , windows XP, Nvidia ge force 2 with 64 MB graphics card , and 512 mB DD Ram, SB Live etc ; 17 " monitor;
Whenever i download JPG images from the net , it will
be clear & big till it is 80% downloaded ; then when it is fully ie 100%downloaded, the image will shrink to half its original size;

In other words the jpg images looses its original quality & quality when the download is complete
Also the Picure quality is also ordinary inspite of using 64 MB graphics card

How can i rectify this??

It happens to me too!
I got window 98 and the latest Explorer.
Usually when this happens, move your cursor
to the bottom, on the right corner and a little box should appear.
Click on it and the picture will get full size.
