I'm using WinXP with FAT (upgraded from 98SE). The transition was more or less painless until yesterday when I tried to access the Control Panel and the following message came up:

"The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

I have no administrator, I have placed no restrictions on my computer (that I'm aware of). It is my home computer and is networked only to my other computer (98SE) for internet connection sharing and no one else has access to it.

I have tried the Help files and ended up more confused than before I started. How can I remove these mysterious "restrictions" that I never assigned?

Are you logging in as a user or as an Admin. A built in Admin account is created when XP is first lauched. Try logging in as 'Administrator' and leave the password field blank. Then you should have the rights you need.

When both computers were 98SE, the network logon name of this computer was Pentium. I left it at that and log on with that name (p/w blank). I have given "Pentium" administrator rights somewhere in Policy Editor.
