Active Window / Focus

Hi, I'm wondering if there is a way to disable windows jumping its focus to other windows that are loading. For example when you have several IE windows open and are reading one while the others load, when one loads so far, something makes windows jump the active window to that one, interrupting what you were doing on the first window.
I found a mouse tweak that takes the active window where the mouse points, but am wondering if there is another way.

I've had this option selected in TweakUI and completely forgot. However, many windows still popup and steal focus.

For example:
1) I use the quick launch icon to start another instantce of IE
2) I then click on another IE window to go on reading and wait for my homepage to load up
3) Most of the time the newly opened instance of IE pops-up and steals the focus once the page is loaded.

Any ideas why? Do these settings only apply to those windows that are created by instances of programs which are already running?
