I have several Children's Game CDs where many are good but some of them the sound is terrible. I can hardly even understand what the voice is saying.
Would this be related to poor programming or related to my PC?

Creative Sound Blaster AudioPCI 64V
192mb RAM
Ample HD space
Win98FE

If related to my PC is there some setting that I can change to adjust?

I do not know if this is related but thought I would add it.
When I restart my PC in DOS mode I receive the following message:

PCI Audio @ Port e000, IRQ 10
Detecting output mode...Digital
Error: Could not allocate code/patch RAM
below 4MB boundry. Try loading
APINIT.COM before SMARTDRIVE.EXE or
minimizing VDISK RAM. PCI Audio
Driver not loading.

Is it possible that some of these CDs are running in DOS mode?
Even if this error message is unrelated can someone advise me as to how to make the APINIT.com load before SMARTDRIVE.EXE or how to minimize VDISK RAM?
