Limit Up/Download

Hi,
first of all sorry 4 english..
I have 2 pc with winXP and an ADSL connection
I would like to limit available bandwidth in dowload and upload for my pc
(es in upload 20% for pc1 and 80% for pc2)
Its possible to do?

Or if I know tcp/udp port that the program (ex. ftp program) use, in wich way i can limit the upload (working on registry or using external program) ?
