standard programs in use by Win98

Referring to the tweak "Restrict Applications Users Can Run (All Versions)", does anybody have a list of standard programs that Win98 need to run a smooth operation?

As long as all the needed drivers were available at startup, I have run my 98 machine with nothing but explorer running. Everything works perfectly.

I'm just making this up as I go along.
