I am running Win98SE. Frequently while connected to the internet my mouse freezes and no keyboard actions have any effect either. I am forced to reboot. Any suggestions?

the mouse and the modem are having an intermittant conflict. Is it a win modem?
The quickest fix is to go to device manager/ports and disable one of the communications ports and then reboot. This will free up an extra irq and windows will re-assign all hardware accordingly.
Or you can physically uninstall the modem and move it to a different pci slot.

Is it a Win modem? Not sure how to answer LOL. It is a Dynalink internal modem. What effect will disabling one of the comm ports have? Might this not cause other problems? Do I just highlight a port at random and click Remove?

It's not a winmodem. You'd know it when you purchased it. Winmodem's are notorious for having conflicts as it relies on it's own software and does not use hardware flow control.
disabling the com port will free up and irq and after a reboot windows will re-assign all irq's, thus redirecting a different irq to the modem. usually com1 is available for use. double click on it and select disable in this hardware profile. Reboot.
Don't remove it.
Im confident that the above referenced actions will not have an adverse reaction to your setup.
However, I can't promise anything as I have no knowledge of the past actions that have occured on the pc.
If the trick doesn't resolve the problem go back to the com port and re-enable it and reboot.
