rights needed for icq

I have a windows XP. Under a administrator icq works under a normal user not. icq doesn't give a problem but doesn't start up. Does any one know which rights you need for icq. or is there a way to figure this out.

Can you assign the Run As <Administrator> function to ICQ when using non Admin profiles? You should be able to set this in the properties for ICQ.EXE
