My Power Management Dialog is tweakin

For some reason during my latest install of win98(first ed), the Power Management dialog doesn't show the Monitor power-off Combo Box. It appears that the setting defaulted to powering the monitor off after 15 minutes of inactivity. This is a large problem for me, because I use a TV tuner and watch DVDs on my computer. If anyone has any ideas to either make the combo box visible or to change the monitor power-off timing via the registry it would be greatly appreciated,
