TCP/IP over a satellite link

I have a satellite link with the capacity of 2Mbps. Due to the time delay(600ms) the TCP/IP speed i limited to about 1000Mbps. That is the highest speed the system can provide when the tcp window size i set to 64KB. My question is: Is it possible to make the tcp window size bigger than 64KB? I´ve heard of window scaling. How does it work? Is i possible under Windows 2000?
