I've tried it on several machines (all Windows 2000) and it keeps opening up C:\ no matter what I enter as the command.

Yes, that one has been tested and works on Windows 2000. To see where it's going wrong enter the command that you're using in step 4 in the run box and check it's behaviour. Once you find the problem enter the correct command in the registry.
