Cant change active deskstop wallpaper

I cannot change my active desktop wallpaper. If I disable active desktop and then go into my display propertys I can choose any BMP file I want and it will change my wallpaper to that, but if I enable active desktop to use a JPG file then the picture on the desktop never changes no matter what I choose in the display propertys. I did figure out that it is stuck on the file "cliff in clouds" if i rename anouther picture to "cliff in clouds" then my picture will change to it. Someone help me figure this out please. thanks.

Have you checked all entries under:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\ActiveDesktop]

Can you choose an HTML file?

Checked in my registry and nothing there that I can see. Display properties defaults to mydocuments/my pictures for some reason. Any jpg image I choose will show on the desktop, except for the picture that came with windows ME, "cliff in clouds"
