Can I restrict any programs can being install or Uninstall in NT4.0

Sure you can... This is generally reserved for administrators, but you can create a scaled down group called installers and then add the users you wish to install software to this group. They will need power user rights or administrator rights to handle this task, but you can scale down an administrator account by removing some things that you know will not be needed *like managing users*...

Usually this is best left in the hands of admins, with other trusted individuals having modified accounts (not to the admin level, but above that of the average user)
