I need to do a security edit, but only for the user, not the administrator. The user only has read access to that part of the registry, so I need to do the edit as administrator. How do I achieve this?

There are a couple ways to do this, and here are only 2, I am sure others have other ways of doing it.
1. Log on as the admin and give the user the appropriate permissions, log in as the user, make the changes, log back in as the admin and change the security back.
2. You can go into regedt32, click File, Load Hive and navigate to the users NTUSER.DAT, name it anything, the Hive appears under HKLM, make the changes, Unload the hive and click yes.
Good luck
