Explorer Closes Whenever I Log In

I have this little problem. A soon as Windows ME loads up, I log in and a dialog box appears saying: "Explorer has noticed a fault in Shell32.dll. Explorer will now close." (BTW, this happens if I simply press "Cancel" at the "Log In" prompt.)
What I want to know is, can I re-intalle ME without having to be in Windows?

you just need to boot up with a boot disk, once you are at the command prompt you can reinstall windows - you don't have to enter windows.
