What is the name of MSCONFIG.EXE[Win 98] in Win 95?

There isn't a Msconfig.exe in Win95.
You can use Sysedit.exe instead to view the Windows configuration files.
It has no startup tab, and if you want to be able to view and edit your startups in an equally convenient way, you might consider a third party tool like <a target="_blank" href=http://www.mlin.net/StartupCPL.shtml>Startup Control Panel</a>

You can copy msconfig.exe from Win98 and use it in Win95. Copy it to C:\Windows\System

Now that you're mentioning it, there was a post here about that some time ago.

Sorry but WIN 95 is installed on my friend's machine and he is taking really long to follow up....Do I need to register using regsvr32 or something or just import it to the SYS folder and run?

Just open Explorer and drag it in or copy it to the folder. That is it.

msconfig.exe -- goes in System folder
msconfig.chm -- goes in Help folder
msconfig.cnt -- goes in Help folder
msconfig.hlp -- goes in Help folder
